KCU is governed by a Board of Directors who oversee the organisation's work and ensure it stays true to its constitution.
Karel Balt is a Founding Director of Krugersdorp Citizens United NPC (KCU) and co-founder of the 1Mogale initiative, and has been actively involved in community advocacy across Mogale City for more than a decade, helping to establish successive generations of ratepayers' and residents' organisations since 2015. A professional rock engineer and consultant for over 40 years, he brings an analytical, practical approach to solving complex problems and advocating for accountable local government. Karel believes that lasting change comes when ordinary citizens become actively involved in their communities, and he is passionate about helping residents work together to improve service delivery, protect their neighbourhoods, and build a stronger future for everyone who calls Mogale City home.
Raeford Liebenberg is a Founding Director of Krugersdorp Citizens United (KCU) and co-founder of the 1Mogale initiative. He believes that thriving communities are built when residents, businesses, ratepayer associations, and civic organisations work together in pursuit of common goals.
Drawing on his background in business and technology, he believes that strong civic leadership begins with accurate, timely, and reliable information. He advocates for systems built on accessible and verifiable data, believing that informed communities make better decisions, strengthen collaboration, and engage more effectively with local government.
He believes that lasting change depends on communities that are informed, connected, and equipped with the facts needed to hold institutions accountable and help build a better Mogale City for all.
Jacques van Schoor is a Founding Director of Krugersdorp Citizens United NPC (KCU) and co-founder of the 1Mogale initiative. He believes that accountable local government depends on informed, active citizens working constructively with their municipality, while insisting on transparency, legal compliance, and responsible financial management. Passionate about strengthening civic oversight and building lasting partnerships between residents, civic organisations, and government, Jacques is committed to ensuring that public commitments translate into real service delivery and that ethical, competent leadership delivers lasting value for current and future generations.
Each year, between February and May, KCU holds an Annual Accountability Meeting open to the public — a chance to hear directly from the Board on our activities, finances, and plans for the year ahead.
